to the Supreme Court



Mabuhay:

I have the honor to favorably endorse the appointment of Court of Appeals Associate Justice MAGDANGAL DE LEON to the Philippine Supreme Court. I understand from news reports that he is scheduled for public interview by the Judicial and Bar Council (JBC) next week.

As the 2001 founder and as the 2009 board consultant of the Las Pinas City Bar Association (LPBA), Inc., which, by the way, Justice De Leon had selflessly and dedicatedly served in the past in various capacities, notable among which were those of Chairman and Judicial Adviser, and having personally known his character, integrity, competence, spiritual maturity, patriotism, and sense of love and responsibility as a father and as a spouse, Justice De Leon would be a great asset of the Philippine Supreme Court as a jurist and as a judicial elder of the land.
Even now, Justice De Leon is a treasure of the Law Academe and the Judiciary.

Further, he is a model member of the Legal Profession which he has served with unswerving commitment, competence and compassion for more than 37 years now.
Furthermore, he is a nationalist musician, composer and conductor, following after the steps of his dear parents, i.e., Hon. Felipe Padilla de Leon (National Artist for Music) and Mrs. Iluminada Bonus Mendoza (concert pianist); and he will always be remembered for composing the officials hymns of the Supreme Court and the Integrated Bar of the Philippines (IBP), as well as those of many other public and private institutions.

I need not detail any further his impressive academic, professional and civil service credentials which are matters of public record in the archives of the JBC and the Judiciary. But I must stress that Justice De Leon is a product of the Philippine public school system and was recognized for leadership and academic excellence throughout his student years. A graduate of BS Foreign Service and Bachelor of Laws (Top Ten in the class) at the University of the Philippines (UP), Justice De Leon was selected as member of the Phi Kappa Phi International Honor Society and Pi Gamma Mu International Social Science Honor Society. After a brief stint in private law practice in the early 1970s, he served as a model and hardworking legal professional in the Office of the Solicitor General for many years, where he was the Assistant Solicitor General, prior to his appointment in the Court of Appeals five years ago.

Truly, I courageously say, Justice De Leon is now ripe for the Supreme Court.

For the record, please consider this letter of mine as the official stand and recommendation of the Las Pinas City Bar Association (LPBA), Inc., which is a model local voluntary bar association in the country.
