Judicial pork barrel?

WB, ADB, and USAID give millions of grants, aid, and/or loans to the Philippine Supreme Court to push the latter's JUDICIAL REFORM PROGRAM , that is, to improve "Access To Justice" by the poor and the oppressed, improve the "Case Management Systems and Procedures" of more than 2,000 trial courts, and to "Promote the Rule of Law". Not to fund the JUNKETS of Supreme Court justices and their court officials and personnel. Read the news article below. WB is complaining, perhaps after auditing its issued funds to the SC. Ordinary citizens in poverty-infested Manila street corners would, in a vulgar and derogatory but sincere and commonsensical manner, readily categorize such a shameful and distasteful phenomenon as BANTAY SALAKAY, partaking of the de facto nature of JUDICIAL PORK BARREL, if not outright and criminal MALVERSATION OF PUBLIC FUNDS). As a member of the Philippine Bar (i.e., in theory, as an "officer of the court"), as a local Bar leader, as a former law professor of FEU, and as a Filipino citizen, I am bound to defend the image of the Judiciary. But, sad to say, my CONSCIENCE, in this instance, feels a deep sorrow for our Justice System and a revolting loss of respect for the jurists who are bound by the Constitution to preserve it. All with due respect, Supreme Court.
