If it were true that Macao-based gambling tycoon Jack Lam attempted to bribe Aguirre (and the Pagcor chair), the legal questions that arise are:
* Why did Aguirre not cause the immediate arrest of the gambling lord and/or his intermediary who made the criminal attempt to bribe him (in flagrante delicto)?
* Why did he merely issue a press statement instead of exercising his power as a citizen to arrest the allegedly guilty offerror/s on the spot in the act of committing the crime?
Note:
When an official acts this way, it shows that the alleged incident is not confirmed. Yet he maliciously sells it to the public for political publicity purposes to project the image that he and his master Duterte are allegedly clean.
