The trouble with corrupt autocrats -- Trump and Duterte included -- is that they think the primary duty of their department secretaries, especially those in the law and justice cluster, is to "save and protect" them at all times and at all costs. Autocrats equate "National Interest" with their "personal survival" in politics.
